다른 팝업창은 아무 문제 없이 잘 뜨는데
super admin으로 로그인 한 후 배추스킨설정 버튼을 누르면 403 Forbidden Error 로 팝업창이 뜹니다.

에러 메세지는 다음과 같습니다.

디렉토리와 파일들의 퍼미션을 바꿔가며 시도해도 똑 같은 결과만 나타나는군요.
