첨부파일 다운시 파일명 깨짐 등 질문 드립니다.

사진에서 보듯이 첨부파일을 클릭해서 열기나 저장을 누르면
먼저 파일명이 깨져서 나타나고... 문서가
인코딩이 잘못되었다고 나타나는데..

euc-kr로 되어 있는것을 ut8로 변경을 하였습니다.
db 및 게시 글 등은 깨짐 현상이 발생하지 않고 있고
첨부파일 다운로드시 그러는데 download.php 파일도 확인하였고

어느 부분을 점검해야 하는지..? ㅜ_ㅜ
