이런메뉴는 뭔가요 ..?

<크롬에서는 아래 메뉴가 고정이 안되는듯한 버그?가 있네요. 익스는 잘보이고..>
상단에 자동차 메뉴가 아니라
자동차 메뉴에 들어가면
스크롤시 보이는 검은색 바의 메뉴가 있어요. 근데 그게 평상시에는 멀쩡하다가
스크롤을 아래로 하면 상단에 고정이 되니까요.
이걸 만들기 어려울까요?
처음 position을 absolute 값을 주고 그 옆에 #position 값을 fixed 값을 주면되나요?
아니면 이것은 Jquery 가 있어야 하나요?
